Supplerende sagsfremstilling
Der er blevet bedt om en mere fyldestgørende sagsfremstilling omkring hallernes lån ved Lemvig Kommune.
Der er siden 1978 givet forskellige lån til hallerne. De lån der ikke var rente- og afdragsfrie i deres oprindelse er efterfølgende gjort rente- og afdragsfrie, med undtagelse af lån til etablering af solceller, som skal afdrages.
I forbindelse med budget 2024 blev der vedtaget en besparelse på hallerne, således at Lemvig Kommune indbetalte hallernes realkreditlån og konverterede dem til rente- og afdragsfrie lån hos Lemvig Kommune. Besparelsen bestod i at der ikke længere skulle gives tilskud til hallerne til renter og afdrag på realkreditten. De rente- og afdragsfrie lån var ikke en del af besparelsen, og derfor ikke en del af sagsfremstillingen.

Hallernes økonomiske situationer er ikke til at indfri lånene.
Vælger Kommunalbestyrelsen at indfri lånene gennem et ekstraordinært driftstilskud vil der kunne hentes momsfradrag på 244.750 kr. fra Wærket og 165.000 kr. fra Harboøre. I alt 409.750 kr. Den reelle udgift vil derfor blive 3.315.250 kr., som skal finansieres af de likvide midler.
Vælger Kommunalbestyrelsen at indfri lånene gennem et ekstraordinært anlægstilskud vil der kunne hentes momsfradrag på 378.250 kr. fra Wærket og 255.000 kr. fra Harboøre. I alt 633.250 kr. Den reelle udgift vil derfor blive 3.091.750 kr., som skal finansieres af de likvide midler.
Sagsfremstilling
Wærket har ansøgt om forlængelse af rente- og afdragsfrit lån på 2,225 mio. kr. Lånet forfalder til betaling den 11. december 2025.
Harboøre Centeret har ansøgt om forlængelse af rente- og afdragsfri lån på 1,5 mio. kr. Lånet forfalder til betaling til den 11. december 2025.
Lånene er ved tidligere beslutninger godkendt til at være rente- og afdragsfri frem til 11. december 2020, og igen frem til 11. december 2025.
Økonomiske konsekvenser
De rente- og afdragsfrie lån er under forudsætning af, at Wærkets og Harboøre Centerets aktiviteter er lovlige kommunale formål, som Lemvig Kommune kan støtte.
