Sagsfremstilling
Center for Økonomi og Beskæftigelse rapporterer fire gange årligt til Økonomiudvalget om
kommunens gæld og afkast på aktivbeholdningen. Denne sag vedrører første kvartal 2026.
Låneportefølje
Den 31. marts 2026 udgjorde Vallensbæk Kommunes nominelle gæld 176,5 mio. kr., hvilket er en reduktion på 18,6 mio. kr. i første kvartal. Reduktionen skyldes primært indfrielsen af to lån i terminsperioden på i alt 15,3 mio. kr. Begge lån vedrører Økonomiudvalgets beslutning om ekstraordinær indfrielse af kommunens gæld den 12. november 2025. Den resterende reduktion stammer fra de ordinære afdrag.
Gælden er i danske kroner og forventes i gennemsnit at blive forrentet med 2,3 pct. i 2026.
Aktuelt er kommunens gæld fordelt med 70 pct. til fast rente og 30 pct. til variabel rente. Ifølge kommunens finansielle strategi skal mellem 50 og 100 pct. af gælden være fastforrentet, mens mellem 0 og 50 pct. kan være variabelt forrentet. Låneporteføljen ligger dermed inden for rammerne af den vedtagne lånepolitik. For at bevare fleksibiliteten optages nye lån som udgangspunkt med variabel rente og kan ved behov omlægges til fast rente via renteswaps.

I 2025 betalte kommunen 43,1 mio. kr. i renter og afdrag på lån ekskl. ældreboliger. I resultaterne for 2025 og 2026 indgår den ekstraordinære gældsafvikling, som Økonomiudvalget besluttede den 12. november 2025.
Kapitalforvaltning
Vallensbæk Kommune har investeret 141,0 mio. kr. via en ekstern kapitalforvalter. Aktivbeholdningen er i første kvartal 2026 reduceret med 1,0 mio. kr., svarende til en forrentning på -0,7 pct.

Det negative afkast i årets første kvartal skyldes primært aktieandelen, som har bidraget med et fald på 3,0 pct. i porteføljen.

Kapitalforvalteren oplyser, at de globale finansielle markeder blev hårdt ramt i marts som følge af krigen i Mellemøsten efter en periode med optimisme og positive forventninger ved indgangen til året. De stigende energipriser og den øgede geopolitiske usikkerhed sendte det globale aktiemarked ned. Samtidig oplevede rente- og obligationsmarkederne store udsving, da forventningerne til den fremtidige pengepolitik hurtigt ændrede sig. Det vurderes, at den globale økonomi fortsat er robust, men at usikkerheden er steget betydeligt, særligt som følge af udviklingen i energipriserne.
I Europa har Den Europæiske Centralbank (ECB) fastholdt en afventende tilgang til pengepolitikken i lyset af den høje usikkerhed. Markederne har i løbet af kvartalet ændret forventningerne og indregner nu, at ECB kan hæve renten med omkring 0,75 procentpoint i 2026, hvor der tidligere var forventning om rentenedsættelser. Europa vurderes at blive hårdere ramt end USA, da regionen er nettoimportør af energi, og vækstforventningerne til euroområdet er derfor blevet nedjusteret, mens inflationsforventningerne samtidig er opjusteret. Kapitalforvalteren forventer dog fortsat positiv vækst omkring 1 pct. og understreger, at risikoen for recession stiger, hvis energipriserne fortsætter med at stige markant.
Økonomi- og personalemæssige konsekvenser
De økonomiske konsekvenser af kommunens gæld, herunder renter og afdrag, er indarbejdet i budgettet. Udviklingen følges løbende, og eventuelle ændringer håndteres ved de planlagte budgetopfølgninger.
